Solar hot water systems are very energy efficient because they produce much more energy than the energy from the grid they take in. The active systems use minimal amounts of electricity to power the pumps and system, but they still produce many times more energy than they consume. Passive systems require no energy to run, and only produce energy, but at a lower efficiency than active systems.
